7bn national framework will create 20,000 apprenticeships and support a supply chain of over 70,000 businesses
- Scape partners Wates, Lendlease, Robertson and Willmott Dixon have completed the mobilisation of the framework
- £200m of projects already confirmed
Scape Group, the public sector procurement specialist, has completed the mobilisation of its largest framework to date - the Scape National Construction framework - with a record £934m pipeline of public sector construction projects. In the first six months of the framework, public sector organisations have already utilised it to procure public sector projects with a combined value of £198m, bringing the total value of projects underway or in the pipeline to over £1.1bn.
Projects already procured by the public sector under the new National Construction framework since initially becoming available to clients include new schools, care homes, council facilities, leisure centres and affordable housing projects across the UK. Major projects confirmed include Liverpool City Council’s Venmore Dementia Hub in Anfield and the refurbishment of Bolton’s Octagon Theatre, both led by Willmott Dixon, as well as 55 new affordable homes as part of the regeneration of Raploch for Stirling City Council, led by Robertson.
The national framework is divided into five service areas by geography and value, with a combined upper value of £7 billion across four years. Led by partners Willmott Dixon, Robertson, Wates and Lendlease, the framework supports a supply chain of over 70,000 local businesses and will create 20,000 local apprenticeships over the lifetime of the framework, achieving high social value delivery for Scape’s public sector clients as well as effective and efficient procurement of construction services.
Lot Region Lot value Project value Contractor
1 Major Works England & Northern Ireland £1.5 to £1.75 billion £2-20 million Willmott Dixon
2 Major Works Wales £300 to £500 million £2-20 million Willmott Dixon
3 Major Works Scotland £500 to £750 million £2-20 million Robertson
4 Major Works UK £1.5 to £2 billion £10-50 million Wates
5 Principal Works (UK) £1.5 to £2 billion £50 million+ Lendlease
The strong early pipeline of projects for the framework, worth £1.1bn across the five service areas, reflects the demand from within the public sector for higher social value Key Performance Indicators (KPIs) through procurement of built environment services, and a growing recognition of Scape’s proposition and values within the public sector.
Victoria Bambini, Managing Director of Scape Procure comments: “We launched the Scape National Construction framework in May of this year to add both depth and breadth to our national offer, including a greater presence than ever before in Scotland, Wales and Northern Ireland. Such a strong pipeline of projects as we complete mobilisation is a real vote of confidence in our approach and the value our frameworks deliver for the public sector.
“More than ever before, public sector organisations are focused not just on value for money, but on the need to embrace social value delivery across their estate. By using the local supply chain, our frameworks ensure the benefits of public investment are maximised within local economies, while the creation of 20,000 new apprenticeships will deliver a long-term investment in people and a permanent legacy for local communities.”
Steve Beechey, Managing Director for the Scape National Construction framework at the Wates Group, comments: "Wates is excited to be extending our relationship with Scape onto the new National Construction framework, an appointment we see as the realisation of our ambition to be one of the most trusted partners of government and the public sector in the built environment."
Neil Martin, Managing Director, Construction, Lendlease Europe, comments “This framework has the potential to deliver a step-change in the way large-scale public sector projects are procured. By focusing on early engagement with our clients and supply chain, Lendlease in partnership with Scape, will add value and provide competitive cost certainty on what will be some of the UK’s most exciting and complex projects.”
Bill Robertson, executive chairman and founder, Robertson Group, comments: “Robertson Group has forged an excellent working partnership with Scape Group over several years, delivering dozens of projects. From new schools to affordable homes, all of the work has made a real difference to communities across Scotland. Our aim with the recently launched Scape Major Works Scotland framework is to build on that success and find new ways to create social value. The Robertson team is looking forward to helping deliver some truly outstanding projects across Scotland over the coming years.”
Rick Willmott, Chief Executive at Willmott Dixon, comments: “We are delighted to be partnering with Scape once again on the National Construction framework. It means we can continue creating quality buildings for the public sector in a cost efficient way, as well as making a real and lasting impact on the communities we work in through our social value commitment. This approach aligns perfectly with Willmott Dixon’s own culture and ethos and we look forward to the new framework’s success.”
